No. It is an expansion pack for the ESP32 Smart Car Starter Kit (QD001) and needs that base kit to run.
Can I switch back to wheels?
Yes. The tracks are designed to be detachable, so the same chassis can run as a tracked robot or back on its Mecanum wheels.
